Copy the Layer - Turn the second layer Black and White - Change Opacity - the layer became see though.

I used Illustrator to create my word cloud. I used the type and character tool and also vertical type tool. I used the character pallet to change tracking, font, boldness, scale ect. I also changed the color of the letters.
